He was treated by paramedics and taken to hospital in a serious condition with upper body injuries. Police do not believe the injuries are life-threatening.
None of the officers involved were seriously injured.
A black Volkswagen believed to have been driven by the offenders has also been cordoned off. It does not appear to be damaged.
Federal police arrived at the scene to assist Victoria Police, who are the lead investigators.
