Several killed at Russian university shooting

Moscow: A student gunman has opened fire at a university in the Russian city of Perm, killing five people and injuring six others, law enforcement authorities said.

The gunman was detained shortly after the incident at Perm State University, located around 1300 kilometres east of Moscow, a university spokesperson and the police said.

Students jumped from first-floor windows to escape the building, landing heavily on the ground before running to safety, local media video footage from the scene showed.

The Health Ministry of the Perm region reported 14 people wounded. The different numbers couldn’t be immediately reconciled.

Video reportedly shot by a student from inside a building appears to show a black-clad gunman wearing a helmet and walking on the grounds carrying a rifle-like weapon.

The Investigative Committee, the national agency that handles probes into major crimes, said the gunman had been identified as a student at the university.

Russia has strict restrictions on civilian firearm ownership, but some categories of guns are available for purchase for hunting, self-defence or sport, once would-be owners have passed tests and met other requirements.

It comes as results from a three-day parliamentary election on the weekend, the validity of which observers question, show a slight weakening in the vote for the United Russia party, that of President Vladimir Putin, but no change.
